BUG TITLE:  (12695) MIXED UP SCREEN WHEN DRAGGING MOUSE DOWN THEN UP

FIX DETAIL:  if starting a block with the mouse, don't scroll the screen.


               MODULE(S) CHANGED:  NWTEXT1.ASM


TESTING  REQUIREMENTS:

the fix should only affect mousing in the text area.

the following problem should no longer occur:

* in 25 or 50 line mode, open a file and put the mouse pointer in a  word 
  on the last screen line 
* press the left button
* drag STRAIGHT down (don't creep to the left or right while starting
  block)
* keep dragging down slowly
* note that screen troubles result (e.g., screen doesn't reflect  current
  file  position; temporary blocks at top of screen; phantom text  strewn 
  about  and  sometimes overwriting the ruler line, style bar  and  other 
  screen objects)
* now continue by dragging up in the file
* note that blocking is not affected correctly


also try creating a mouse block by dragging upwards from the first screen 
line after paging down into a file.

also  try clicking around in the current text window and  moving  between 
text windows.

Added new WSLANCG.EXE for LAN only which will be renamed to WSCG.EXE at install.

CHANGE TITLE:		Added new WSLANCG.EXE for LAN only.



CHANGE DETAIL:		For LAN installs only, wssetup now 


MODULES CHANGED:	AUTOFILE.C


TESTING  REQUIREMENTS:	Install on LANs to verify that WSLANCG.EXE is 
installed as WSCG.EXE.  NOTE: This is only half of the fix, the "new" 
WSLANCG.EXE is just the old one with all WS.EXE references changed to WS.BAT.
John Nolan will create a real WSLANCG.EXE tomorrow to complete the fix.
Then you can check that bug is fixed.
